Couple accused in daughter's sex abuse

A husband and wife are in the New Hanover County jail after being hit
with more than 30 charges of sexual assault and abuse involving their
teenage daughter.
Jasper Gary Newell is accused of raping his 15-year-old stepdaughter since
she was at least in the first grade, Detective T.A. Smith said.
Mr. Newell, 46, is charged with 27 counts, including first-degree rape
of a child, statutory rape, indecent liberties and felony child abuse.
He is in jail in lieu of a $500,000 bond.
Detective Smith said the girl, now a high school student, allegedly has
been beaten by the couple and suffered hearing loss as a result.
"It's a unique case in that he confessed. That never happens,"
said Detective Smith.
Melody Anne Newell, the girl's biological mother, is accused of beating
her daughter at least one time when she walked in on her husband forcing
the girl to perform a sexual act, Detective Smith said.
Ms. Newell, 43, is charged with five counts of felony child abuse, for
her alleged assault as well as not reporting the sexual abuse by her husband,
Detective Smith said.
She is in jail in lieu of a $150,000 bond.
Detective Smith said the assaults have been taking place at the couple's
Sidbury Road home since the girl was at least 7 years old. The detective
said the girl recently brought the allegations forward.
An investigation by the sheriff's office and the Department of Social
Services resulted in the charges.
The girl and a mentally challenged brother have been removed from the
home.

Couple dropped off film at pharmacy

RALEIGH -- Police arrested two parents early Tuesday, alleging the husband
and wife photographed their infant son and 6-year-old daughter in sexually
explicit poses, authorities said.
The arrest came after the North Raleigh couple dropped off their film
at an area pharmacy, officials said. Photo technicians called police after
they developed the film and saw the pictures, said Sgt. Stacy Deans, of
the Raleigh Police Department's special victims unit.
Raleigh detectives charged the children's 34-year-old mother with two
counts of first-degree sexual exploitation of a minor. The woman's 24-year-old
husband was charged with two counts of sexual exploitation of a minor
and one count of first-degree forcible sex offense, according to police
and court records.
It is the policy of The News & Observer not to identify victims of
sexual assault. Because this case involves parents and their children,
the adults are not being identified to protect the identity of the victims.
In the photos, the 6-year-old girl is posed in a suggestive position with
her 4-month-old brother while his genitalia were exposed, according to
arrest warrants. The father posed with the infant in a similar manner.
After the arrest, police contacted social services, Deans said. He declined
to say if the children were in the custody of social services. The man
was being held under $500,000 bail and a federal detainer. The children's
mother was being held at the Wake County jail in lieu of $100,000 secured
bail.
Authorities notified federal immigration officials about the charges against
the father, who is Lebanese, according to court records and court officials.Staff

council candidate charged with sexual abuse

Montgomery County Police arrested former County Council candidate Joseph
Tilmon Dollar on Aug. 4 on charges of sexually abusing a boy numerous
times over a five-year period beginning in 1987.
Dollar, 67, of Silver Spring was released the next evening from the Montgomery
County Detention Center after posting a $25,000 bond.
Police charged Dollar with felony offenses of second-degree sexual offense
and child abuse. Second-degree sexual offense carries a maximum sentence
of 20 years in prison; child abuse carries a maximum 15-year penalty.
A preliminary hearing is scheduled for Sept. 3.
Dollar, a former electrician and car salesman, ran unsuccessfully for
the County Council in 1998 and 2002.
Dollar declined to comment on the charges on Monday. He said he has not
yet hired an attorney.
The accuser told detectives that he took showers two or three times a
week with Dollar from the age of 5 until he was 10, according to the charging
documents filed in Montgomery County District Court. The Gazette does
not publish the names of sexual offense victims.
The accuser, now an adult, told detectives that Dollar sodomized him and
made him perform oral sex numerous times in the shower and the bedroom
from 1987 to 1992, charging documents stated.
When the accuser turned 10, he told the man to stop or he would call the
police, charging documents stated.
On July 8, detectives interviewed Dollar at his home. He admitted to the
sexual abuse and said that he had made the boy perform oral sex on him
on several occasions and he had done the same to the boy, charging documents
stated.
When detectives asked about sodomy, Dollar at first denied it, "then
he stated he didn't know if he sodomized" the boy, charging documents
stated.

If they did, they didn't admit it.
But plenty of other people who read about Long, 39, of Ross, think sicko
is an understatement.
He's one of three local men charged in connection with the sexual
abuse of a 2-year-old girl in Berks County whose mother is accused of
selling her to men online for sex, advertising her as "Peanut."
